Local Community Development Committee

2017 The Offaly Local Community Development Committee was established in response to Putting People First – Action Programme for Effective Local Government which sets out reforms to improve the delivery of services for the citizen, greater efficiency and effectiveness and gives local government a central role in local and community development. This is significant change in government policy in relation to local government and seeks to place local government as the main vehicle of governance and public service at local level – leading economic, social and community development, delivering efficient and good value services, and representing citizens and local communities effectively and accountably. The LCDC includes Public and Private interests in the County. Since its establishment in 2014, Offaly LCDC has developed the Community element of the Local Economic & Community Plan 2016-2021; is the Local Action Group in relation to RDP/LEADER funding for the county; and is the contract holder for the Social Inclusion and Community Activation Programme for Offaly, with Offaly Local Development Company as the programme implementer. Work also includes hearing presentations from agencies and organisations across Offaly with a view to knowledge sharing and collaboration.

The Offaly LCDC meeting dates for 2017 are set for the second Thursday of each month -

  • Thursday 13th April;
  • Thursday 11th May;
  • Thursday 8th June;
  • Thursday 13th July;
  • No meeting in August;
  • Thursday 14th Sept;
  • Thursday 12th Oct;
  • Thursday 9th Nov;
  • Thursday 14th Dec.

To date, the Offaly Local Community Development Committee (LCDC)

  • in 2016 has held Offaly LCDC meetings on 28th January, 3rd March, 7th April 5th May and 2nd June,
  • held 10 meetings in 2015 - Jan 21st, Feb 18th, April 8th, May 13th, June 9th, July 22nd, Sept 9th, Sept 30th, Nov 12th and 17th December,
  • developed the community element of the Local Economic and Community Plan 2016-2021, adopted at the Offaly County Council meeting of 14th December 2015, see the LECP here,
  • is receiving presentations from various agencies with a view to the LCDC gaining understanding of where coordination of programmes is in hand or is required,
  • manages the Social Inclusion and Community Activation Programme (SICAP) for Offaly, with Offaly Local Development Company as the programme implementer, and has agreed the 2015 End of Year Review (EYR) and the 2016 Annual Plan for SICAP,
  • is the 'Local Action Group' for forthcoming LEADER 2014-2020 funding, with Offaly Local Development Company as the implementing body - download the Offaly Local Development Strategy summary here.

    LCDCs were established in relation to the Alignment of Local Government and Local Development. Further information on this is available from the Department of the Environment Alignment Section.

    A Local Community Development Committee (LCDC) was established in 2014 for Offaly in cooperation with Offaly County Council. The LCDC includes Public and Private interests in the County. Among other responsibilities, the LCDC is charged with the development of a forthcoming Local and Economic Community Plan, to run for 6 years from 2015.
