New: Notice of Draft Local Authority Budget for 2012
29th November 2011: Notice is hereby given that the Draft Local Authority Budget of Offaly County Council, for the financial year ending on 31st December 2012 has been prepared and will be considered by the Council at the Statutory Annual Budget Meeting to be held in the Council Chamber, Aras an Chontae, Tullamore on Monday 19th December 2011 at 2pm.

Ordering and Invoicing

A purchase order number must accompany all orders of goods or services from Offaly County Council. The person ordering the goods/services at the time the order is placed will provide the purchase order number. An order placed without a relevant purchase order number being provided at the time of the order will not be regarded as an official order from Offaly County Council.

Where appropriate invoices should be submitted to the Accounts Payable Section,Offaly County Council, Àras an Chontae, Charleville Road, Tullamore, Co. Offaly and should quote the purchase order number thereon. The supplier name, invoice quantity, value and currency on the invoice should be as per the purchase order details.

In some cases where your point of contact is located outside of the Offaly County Council Headquarters such as in Ferbane Area Office, Edenderry Area Office, Birr Area Office or Tullamore Area Office, it may be appropriate to forward invoices directly to that office. Please get in touch with your point of contact to confirm this to avoid delays in processing payments.


Tax Clearance Certificate

Please ensure that the Accounts Payable section has a copy of your current tax clearance certificate, as payments are at all times conditional on compliance with tax clearance requirements. The original tax clearance certificate may be submitted to the Accounts payable section or alternatively the certificate can be viewed on Revenue’s web site www.revenue.ie, if you provide us with your customer number from Revenue and your tax clearance certificate number.

If you do not hold a current tax clearance certificate, an application form for a tax clearance certificate can be made on Revenue’s web site http://www.revenue.ie/en/online/tax-clearance.html. When the tax clearance certificate is received, you should forward a copy to the Accounts Payable section at the above address, or inform us of your Revenue customer number and tax clearance certificate number.

Relevant Contracts Tax

If you are a sub contractor in the construction, forestry, or meat processing industries (Resident and Non Resident), Relevant Contract Tax (RCT) applies to you. RCT is a system of tax deduction where principal contractors (i.e. Offaly County Council) deduct tax at 35% from payments to sub contractors for whom they have not received a relevant payments card.

The sub contractor in respect of all contracts entered into with Offaly County Council must complete a Principal Contractor/Sub Contractor Declaration Form (Form RCT 1). This form should be submitted to the section by which the contractor is being engaged (e.g. Housing, Water Services, Environment, Roads etc.) Form RCT1 can be downloaded from the Revenue Commissioners website, www.revenue.ie, or here RCT 1.

An application form for a relevant payments card (Form RCT 46) can also be downloaded from the Revenue Commissioners website, www.revenue.ie. Panel A of this form should be completed by the sub contractor and presented in personby the sub contractor or a nominated user of the certificate (on behalf of a limited company, partnership or individual), with the sub contractor’s certificate of authorisation (i.e. C2 card), to the Accounts Payable section.

Offaly County Council will complete the form and apply to the Inspector of Taxes for a relevant payments card in respect of the sub contractor. The relevant payments card is retained by the Council and all payments made by the Council to the sub contractor are recorded on the card.
