If you have been a tenant of a local authority house for at least one year, you may apply to the local authority from which you rent your house to purchase it outright.
The price of the house will be its market value, as determined by the local authority, in its existing state of repair and condition, less discounts. The structrual condition of the house will be taken into account and any increase in the market value due to improvements you made to the house will be disregarded in calculating the price.
You will be allowed a discount of 3% of the value of the house for each year of tenancy of the local authority house (up to a maximum of 10 years), plus €3,809.
The purchase price will be payable at the point of sale and the tenant, as purchaser, will be responsible for raising the necessary finance. If you need to get a mortgage loan, you will have the choice of applying to Offaly County Council or to a bank or building society.

If you have been a tenant of the Local Authority for over ten years, the 2011 Tenant Purchase Scheme gives you the opportunity to purchase your house at a reduced price. If eligible, you will receive a 3% discount for every year (up to year 15) that you have been a tenant of the Local Authority – the maximum discount that you could be eligible for is 45%.
