Local Improvement Schemes

A Local Improvement Scheme is a scheme for carrying out improvement works on private/non-public roads.  Offaly County Council may provide assistance by way of carrying out works on roads which are eligible for Local Improvement Schemes.

Eligibility

To be eligible, the road on which works are to be carried out must be in private ownership and must:

  • Provide access to parcels of land of which at least 2 are owned or occupied by different persons engaged in separate agricultural activities, or
  • Provide access for harvesting purposes (including turf or seaweed) for 2 or more persons, or
  • A financial contribution must be received from the applicants towards the cost of the Local Improvement Scheme.
  • Where the cost of the proposed works is €25,393 or less, the Council must receive a local contribution of 10%. Where the cost of the proposed works is more than €25,393, the Council must receive a local contribution of 15%.
  • Local Improvement Schemes are funded each year by grants from the National Roads Authority. In 2011, Offaly County Council  received an allocation of €70,000 from the National Roads Authority.

Community Involvement in Roadworks Schemes

This scheme applies to those roads which the Council have taken in charge, i.e. public roads. This scheme provides a means whereby residents, who wish to have improvement works carried out on a road, can fund the cost of the required works jointly with the Council.

Offaly County Council supports the participation of local communities in co-operative projects with the Council. Within the level of available resources a favourable response will be forthcoming to local groups who approach the Council with a view to co-operating with the Local Authority in Roadworks Schemes.

In 2011, Offaly County Council received a total of €180,000 from the National Roads Authority for these schemes.
