Who is reponsible for the pipework?

Offaly County Council are usually responsible for looking after the water main and the pipe that runs from the main to the boundary of the street, including the stop tap. This is known as the communication pipe.

The property owner is usually responsible for any pipe between the boundary of the street (or from the water main if it is not laid in the street) and the home or business. This is called the ‘supply pipe’. The property owner is also responsible for the plumbing inside the home or business.

A stop tap is usually found at the end of the communication pipe.  The stop tap is where we would access your water supply to carry out any necessary work or checks. If you have a water meter, it is usually located at this point and the meter is used to measure the amount of water entering your property. Offaly County Council are responsible for the maintenance and repair of both the stopcock and the water meter. You should regularly check your supply pipe and meter (if you have one), identify any leaks and repair them immediately.
