Offaly County Council and Offaly Local Community Development Committee are holding a consultation process as part of preparing a new integrated Local Economic and Community Plan (LECP) for the 6 year period 2023-2028. The new LECP will set out the objectives and actions which are needed to promote and support the economic and local community development of County Offaly.
A review of the previous LECP has been carried out which has informed the development of 4 high level goals for the next LECP, all of which are now available for feedback. The proposed High Level Goals cover the themes of (1) Supporting Sustainable, Inclusive, and Empowered Communities, (2) Healthy Placemaking, (3) Economic Opportunity and (4) Climate Action. The goals are intended to be ambitious but should also be achievable and realistic.
To inform the process Offaly LCDC has prepared the following documents which are available on the Offaly County Council website using the links below:

We are asking people to get involved by providing submissions/comments/feedback on the high level goals and whether they are relevant to you or your community.
The consultation process includes a number of engagement options, including 3 in-person workshops, as follows:
- Birr, Marian Hall – Tuesday 16 May 2023, 19:00-20:00
- Bracknagh Community Hall – Wednesday 17 May 2023, 19:00-20:00
- Tullamore Municipal District (Town Hall, Cormac Street) – Thursday 18 May 2023, 19:00-20:00
Council staff will be available to provide information, answer general queries and record feedback on the draft High Level Goals at the above events. All submissions, comments and feedback will help further develop the high level goals and help develop an implementation plan.
In addition, an LECP Online survey is available at https://submit.link/1Kp This survey will take approximately 15-20 minutes to complete and will close on Monday 12th June 2023.

In order to ensure that the LECP is as reflective of the needs and desires of the local community, citizens and businesses of Offaly, it is vital that we understand your priorities in order to reflect them in the final LECP Plan.
Submissions
Submissions and observations are invited from members of the public, community groups and other interested parties/ stakeholders. Children, or groups or associations representing the interests of children, can also make submissions or observations. In order to avoid duplication please make one submission only.
Offaly County Council is subject to the requirements of the Freedom of Information Act, 2014, the Data Protection Act, 2018 and to the General Data Protection Regulations GDPR).
