The Government has agreed that Level 5 as set out in the Plan for Living with COVID-19 will apply nationally until January 31st 2021. The Government has clearly stated that there is an absolute need to minimise the level of mobility and congregation of people in order to reduce all opportunities for transmission of the virus.

Consequently, and in line with current public health guidance, the Offices of Offaly County Council are closed for walk-in services to support this reduced mobility policy.

Public access cannot be facilitated during LEVEL 5 restrictions. Therefore, Offaly County Council services will be available by telephone, email, online post and only where absolutely necessary and in exceptional circumstances by appointment. Please read latest information.

Public Service Vehicles (PSV) Licences

Public Service Vehicles are vehicles that carry passengers for a fee. These vehicles qualify for a reduced rate in tax – check the current Motor Tax rates on

To tax a small Public Service Vehicle (SPSV - vehicles capable of carrying a maximum of eight passengers such as taxis or hackneys), you will need:

  1. Renewal Form RF100B, or RF100A (English) if there is arrears or a non-use period
  2. Evidence of Insurance
  3. A valid Hackney, Limousine or Taxi licence issued by the Commission for Taxi Regulation (a current NCT is a requirement for issue of the licence by the Commission)
  4. Appropriate fee

To tax a large Public Service Vehicle (LPSV - vehicles capable of carrying 9 or more passengers such as buses), you will need:

  1. Renewal Form RF100B or RF100A (English) if there is arrears or a non-use period
  2. Evidence of Insurance
  3. Current Certificate of Roadworthiness
  4. PSV licence
  5. In the case of Youth / Community bus
  6. In the case of a school bus, an Article 60 Licence must be submitted
  7. Appropriate fee
