PL2/19/555 - GALETECH ENERGY DEVELOPMENTS CLOGHAN LIMITED

The installation of approximately 8 kilometres of underground electricity line with a capacity of up to 38kv from the permitted (wind farm) substation (Offaly County Council Planning Register Reference 14/188 & An Bord Pleanala Reference PL19.244053 and Offaly County Council Planning Register Reference 19/22) in the Townland of Stonestown, County Offaly to the permitted Derrycarney Electricity Substation in the Townland of Lumcloon, County Offaly. The electricity line will be located within private lands and within the public roads numbered L7009, L70091, R437, L70099 and R357; will be installed in excavated trenches of approximately 1.3 metres in depth and will include associated underground ducting, joint bays, communication chamber bays, sheath link boxes and inspection chambers; directional drilling at 1 no. railway crossing along the L70091, and all associated site development and re-instatement works. This planning application is accompanied by an Environmental Impact Assessment Report/Environment Impact Statement which includes an assessment of the likely effects of the proposed development, as a whole and in combination with the relevant off-site or secondary developments which will occur as a direct result of the proposed development, including the windfarm development permitted pursuant to Offaly County Council Planning Register Reference 14/188 & An Bord Pleanala Reference PL19.244053 and proposed amendments to this permitted wind farm development, proposed pursuant to Offaly County Council Planning Register Reference 19/404 (currently under consideration). This Planning application is also accompanied by an appropriate assessment screening report.

PL2/19/478 - KILSARAN CONCRETE (TRADING AS KILSARAN BUILD)

Continued use of the previously permitted development under P. Reg. No. 02/462 (PL19.201727) consisting of the existing sand and gravel extraction and processing to include washing (with associated closed system silt storage lagoons) and related ancillary buildings and facilities including the readymix concrete batching plant, concrete block batching plant and block yard, asphalt plant, site office, pre-fabricated shipping office, wheelwash, weighbridge, electricity substation, single building comprising workshop/laboratory/canteen, two bunded and covered fuel tanks, a concrete reclaimer and a septic tank with puraflo liquid effluent treatment system and the existing site entrance onto the N52 Road; extension to the north and east of the existing sand and gravel pit over an area of 31.3 hectares. The sand and gravel extraction will be dry working above the water table; provision of a new sand washing and screening processing plant; phased stripping and storage of topsoil and overburden materials over the extension lands for reuse in the restoration works. Restoration of the overall site will be to a beneficial agricultural after-use; all associated site works within an overall application area of 68.9 hectares, and all for a period of 18 years plus 2 years to complete restoration works (total duration of 20 years). An Environmental Impact Assessment Report (EIAR) has been prepared in respect of this planning application.

PL2/19/404 - GAELTECH ENGINEERING DEVELOPMENT CLOGHAN LIMITED

Ten year planning permission for amendments to the development permitted under ABP Reference PL19.244053 (OCC Ref: PL2/14/188) to provide (I) an increase in the overall wind turbine height from 150 metres to up to 169 metres; (II) the re-siting of wind turbines T1, T2, T4, T6, T7 and T9 and their associated foundations and crane hardstandings by up to 19 metres; (III) the re-alignment of wind farm access tracks including the provision of turning heads and passing bays and the associated re-alignment of underground wind farm electrical cabling; (IV) an increase in the maximum height of the meteorological mast to up to 100.5 metres; (V) temporary upgrade of the N52/N62 Junction (‘Kennedy’s Cross’) at Ballindown; and (VI) all associated site development, access and re-instatement works. A single storey extension to existing abattoir of 1061 square meters to include processing rooms, staff changing rooms, offices, increase roof height by 2 meters, extend existing lairage and elevation alterations. In addition the construction of a  food processing factory of 4925 square meters with a part first floor of 2299 square meters  to include processing rooms, cold store, loading bay, chill rooms, plant rooms, staff changing rooms, staff canteen and administration offices. External works consisting of staff car parking, service yards, new public road entrance, widening of existing public road, effluent treatment compound, water storage tank, gas storage tanks, truck wash bay, integrated constructed wetlands, security hut of 23 square meters, electrical room of 168 square meters, water treatment building of 72 square meters, effluent treatment control house of 30 square meters, all associated  site works and landscaping works on a site of 19.60 hectares. This application is accompanied by an Environmental Impact Assessment Report (EIAR) and a Natura Impact Statement.

Retention of Matthew Kane Memorial at Riverside Road and Permission for Demolition of existing buildings and structures on site and erection of retail-led, mixed use town centre development on an approx. 4.25 ha brownfield site, including; block A 2-storey retail building, block B comprising 2-3 storey retail, café/restaurant and 8 residential apartments, block C single storey retail building; block D cinema, block E single storey retail unit with attached garden centre, access, access roads, car and cycle parking, pedestrian linkages/paths, riverside walkway, hard and soft landscaping and street furniture, suds pond, foul sewer pumping station and associated pump house, ESB sub-stations and switchrooms and all associated site development works to complete the development. The application is accompanied by an Environmental Impact Assessment Report (EIAR).

PL2/19/25 - DERRYARKIN SAND AND GRAVEL DAC

Permission for an 87.6 hectare extension to the south-west, south and south-east of its existing sand and gravel pit (within an application site of 146.1 hectares); stockpiling, drying, on-site screening, loading and off-site transport of excavated sand and gravel from the extension area; upgrading of the access road to the existing pit from its junction with the R400 regional road up to a new wheelwash facility to be installed to the east of the existing weighbridge; provision of mobile site office(18.2m2), mobile staff welfare unit (9.5m2) and refuelling pavement slab; restoration of the proposed extension lands to naturally regenerated wildlife habitat, water ponds and potential long-term amenity use. An environmental impact assessment report (EIAR) has been prepared in respect of the planning application.

The installation of approximately 12.5km of 38kv electricity transmission line from the permitted (wind farm) substation (offaly county council planning register reference 14/188 & an bord pleanala reference pl19.244053) in the townland of stonestown, county offaly to the existing electricity substation in the townland of clondallow, county offaly. The transmission line will comprise approximately 8.5km of underground line and approximately 3.7km of overhead line. Underground infrastructure will be located within private lands and within the public roads numbered n62, r439 and the l70152; will be installed in excavated trenches of approximately 1.2m in depth and will include associated underground ducting, joint bays, communication chamber bays, sheath link boxes and inspection chambers; directional drilling at 1 no. Railway crossing along the n62, and all associated site development and reinstatement works. Overhead infrastructure will consist of 3 no. Powerlines suspended from wooden poles with a maximum height of 16 metres, and all associated site development and reinstatement works. This planning application is accompanied by an environmental impact assessment report (eiar) / environmental impact statement (eis) which includes an assessment of the likely impacts of the proposed development, as a whole and in combination with the relevant off-site or secondary developments which will occur as a direct result of the proposed development, including the wind farm development permitted pursuant to offaly county council planning register reference 14/188 & an bord pleanala reference pl19.244053PL2/18/230 - GALETECH ENERGY DEVELOPMENTS CLOGHAN LIMITED.
