The Public Offices listed below will open as follows:

** Edenderry Municipal District Offices (Tuesday-Thursday each week from 9.30 am to 1.00 pm only)

** Birr Municipal District Offices (Tuesday-Thursday each week from 9.30 am to 1pm only)

At Áras an Chontae, Tullamore, counter services for Planning, Roads, the Local Enterprise Office, Community & Culture, Corporate Services, Water Services and Environment will be available by APPOINTMENT MADE IN ADVANCE only.

Where possible the public should continue to access our services by phone, email, online or by appointment. Please read for latest information and measures in place.

Part 8: Birr Distributor Road Public Consultation

Notice is hereby given that Offaly County Council, propose to carry out development at Birr, County Offaly. The Development will consist of:

•             Construction of approximately 380 metres of single carriageway, 7.0m wide.

•             Construction of approximately 760 linear metres of 2 No. 2.0m wide footpaths, with pedestrian crossings.

•             Drop kerbs and tactile paving at all pedestrian crossings.

•             Construction of approximately 760 linear metres of 2 No. 1.5m wide cycle-paths

•             Construction of 2 No 1.0m grass verges

•             Construction of 2 No / Traffic Light junctions to intersect the N52 Tullamore Road & R439 Banagher Road.

•             New Road tie-ins to the existing R439 Banagher Road at Cappaneale & also the existing N52 - Birr to Tullamore road at Woodlands.

•             The provision of appropriate traffic calming where necessary.

•             Provision of road drainage within the scheme.

•             Provision of access points onto the proposed road for future development where necessary.

•             In-situ kerb installation

•             Provision of service corridor for future use.

•             Installation of new public lighting.

•             Construction of boundary walls, and fencing, where appropriate.

•             Provision of appropriate landscaping works.

•             Re-Location / diversion of existing public services and utilities where necessary.

•             Installation of new ducting to accommodate new services, where required.

•             Installation of white lines and road signage.

•             Associated ancillary works.

 

Offaly County Council has prepared an EIA Screening Report in accordance with the requirements of the Planning and Development Regulations 2001 (as amended). On the basis of this Screening Report, Offaly County Council has completed EIA screening and has determined that there is no likelihood of significant effects on the environment. (Article 120 of Planning and Development Regulations, amended 2018) Accordingly, it has been determined that EIA is not required in respect of this proposed development. Any person may, within 4 (four) weeks be beginning on Thursday 23rd July 2020, apply to An Bord Pleanala for a screening determination as to whether the development would be likely to have significant effects on the environment.

 

For a period of 4 (four) weeks beginning on Thursday 23rd July 2020, plans and particulars of the proposed development will be available for inspection or purchase at a fee not exceeding the reasonable cost of making a copy during office at the following locations:

Birr Municipal District, Birr Civic Offices, Wilmer Rd, Townparks, Birr, Co. Offaly, R42 KD37 and the Roads Section, Offaly County Council Civic Offices, Áras an Chontae, Charleville Road, Tullamore, Co. Offaly, R35 F893.

 

For a period of 6 (Six) weeks beginning on Thursday 23rd July 2020, Submissions or observations with respect to the proposed development, dealing with the proper planning and sustainable development of the area in which the development would be situated, may be made in writing to the: The Director of Services for Roads, Water & Environment, Offaly County Council, Áras an Chontae, Charleville Road, Tullamore, Co. Offaly R35 F893.
