Part 8 Kinnitty ORIS 2020


A shared ‘Route to the trails’ cyclist and pedestrian path of 790 metres in length and predominantly 2.3 meters in width along the R421 regional road between Kinnity Village and leading to the Kinnity GAA sports grounds entrance to improve access from the village of Kinnity to the Slieve Blooms Mountain Bike Trails.


The ‘Route to the trails’ cyclist and pedestrian path will include the following elements:

  • Development of a shared cyclist and pedestrian path
  • Road widening and new road lining
  • Accommodation works to include re-fencing along portions of the road boundary
  • The provision of landscaping along the route
  • The provision of a road crossing
  • Provision of ducting and lighting/ESB/Telecoms
  • Public lighting
  • Route Signage
  • Modifications to Kinnitty GAA entrance to tie in with proposed cyclist and pedestrian path to include new walls, new gates and alteration of entrance carriageway
  • Two number 150cm x 150cm x 200 cm Hardwood or UPVC Timber effect bollards or similar arrangement at the intersection point of the GAA entrance and the proposed pedestrian cyclist and pedestrian path to slow converging cyclists  
  • All ancillary works to the above items

The proposal also includes a ‘Kinnitty Woods Loop’ a Novice-Grade Mountain Bike Trail on 7.2 hectares of land consisting of single track gravel surface construction approximately 900mm wide which will be situated within woods/lands. The proposed Novice track will be circa 2 kilometres in length. The track is situated within the curtilage of protected structures reference number 51-007 (Kinnitty Castle), 51-008 (Kinnitty Castle former Stables), 51-012 (Kinnitty Castle Suspension Bridge), 51-010 (Kinnitty Castle Metal Footbridge) and 50-023 (Kinnitty Castle Gate Lodge Spa) in the Offaly County Development Plan 2014-2020 (as extended)

Plans and particulars of the proposed development will be available for inspection and purchase at a fee not exceeding the reasonable cost of making a copy during normal public opening hours at the Birr Municipal District, Civic Offices, Wilmer Road, Birr,  Co. Offaly, Eircode: R42 X271 for a period ending 15th of October 2021.

Due to the ongoing Covid 19 restrictions the plans and particulars of the proposed development will be available for inspection or purchase Tuesday to Thursday each week from 9:30am to 1 pm or at other times by appointment with the Birr Municipal District, Offaly County Council.

Submissions or observations with respect to the proposed development, dealing with the proper planning and sustainable development of the area in which the development would be situated may be made in writing to Mr Stephane Duclot Director of Service, Aras An Chontae, Offaly County Council, Áras an Chontae, Charleville Road, Tullamore not later than the 1st of November 2021.

 

Offaly County Council has carried out a preliminary examination of the nature size and location of the proposed development and has determined that the proposed development will not have significant effects on the environment and does not require an Environmental Impact Assessment. Any person may, within 4 weeks from the 16th September 2021 apply to An Bord Pleanála for a screening determination as to whether the development would be likely to have significant effects on the environment.

The proposed development has been subject to Appropriate Assessment Screening and it has been determined by Offaly County Council that there is no potential for significant effect on any European sites from the proposed development.
